What the City says

The City says a residential property using less than 540 litres a day must apply to the City to construct or install the apparatus, and that the City must inspect the system before it can be used. It says effluent disposal for larger residences or commercial premises requires approval from the Department of Health.

The Department of Health's form

The Department of Health's application form says local government approval alone is needed for a single residential dwelling or any other building that produces 540 litres or less of sewage per day. Its page on the form says it is recommended the form is completed by a registered plumber or builder on behalf of a property owner who has knowledge of the system. That is a recommendation about the form, not a rule about who may install the system, and this site does not turn it into one.
